Section
1: At large voting members status shall be granted to individuals
meeting the following criteria:
1. The individual must be between the ages of fourteen (14)
and not yet reached the age of thirty-six (36).
2. At least six (6) consecutive calendar months have passed
since an individual attended his or her first State Caucus
Meeting.
3. Of those six (6) consecutive calendar months an individual
must maintain a minimum of a 66% attendance record at State
Caucus Meetings.
4. Upon completion of six (6) consecutive calendar months
with a minimum of a 66% attendance record an individual
must receive a majority affirmative vote of present voting
State Caucus Members to be granted at large voting member
status.

2: To remain an at large voting member of the State Caucus
an individual must meet the following criteria:
1. The individual must be between the ages of fourteen (14)
and not yet reached the age of thirty-six (36). Upon an
individual’s 36th birthday, he or she will no longer
be a Connecticut Young Democrat and will forfeit any voting
rights previously granted.
2. A 66% attendance record at State Caucus Meetings must
be maintained. An individual’s attendance record will
be calculated at every State Caucus Meeting.
a. The last six calendar months, which will include the
current meeting, will be examined to ensure at large voting
members maintain a 66% attendance record.
Failure
to maintain a 66% will result is the loss of at large voting
member status. At large voting member status may be reinstated
after an individual’s attendance record reached 66%
again.
Section
3: If a State Caucus Meeting is canceled and not rescheduled
or if no attendance is recorded at the meeting, the meeting
will not be counted in the 66% attendance record calculation.
The Secretary of the Connecticut Young Democrats is responsible
for maintaining and accurate up to date record of State
Caucus Meeting attendance. It is an individual’s responsibility
to sign in at each meeting; failure to sign when an attendance
sheet is present will be counted as a missed meeting.
Section 2: At the time of amendment adoption, non State
Caucus Voting Members who have already achieved a 66% attendance
record, beginning with February 2004 through to the present
will automatically become at large voting members. Any individual
who has attended a meeting prior to October 2004 but after
February 2004, at large voting member attendance record
will begin with the first meeting attended in 2004. Any
individual attending his or her first meeting on or after
October 2004 will follow at large voting member procedure
outlined in Article VI Section 1 of the bylaws.
Section
3: Individuals that are Chapter Representative as outlined
in Article 3, Section 3 of the Constitution or Executive
Board Members as outlined in Article 5, Section 1 of the
Constitution are already voting members of the State Caucus
and are not eligible to obtain at large voting member status.
Section
4: At large voting members may serve as chapter representatives,
but he or she may not cast a separate vote.
